Hey does any one have an idea about the procedure for getting a licence if you are a disabled driver.
I am a tetraplegic and will like to learn how to drive a car and get a licence can anyone advice me if it is possible? and if so how do I go about it??
Also can a deaf person get a licence?

HI SHIVANI.
I THINK FIRST & FORMOST YOU WILL HAVE TO APPROACH DIST. REHABILITATION CENTRE OR GOVT. HOSPITAL WHICH IS AUTHORISED TO ISSUE MEDICAL CERTIFICATE FOR DRIVING COMPRTANCY. IN MUMBAI FOR ORTHOPEDICALLY HANDICAPPED IT IS DONE BY AIIPMR, HAJI ALI, WHO ISSUE SUCH CERTIFICATES ON FIXED DAY WITH PRIOR APPOINTMENT & AFTER DETAILED EXAMINATION BY DOCTORS. NORMALLY IN OTHER AREAS THE HOSPITAL AUTHORISED TO ISSUE RAILWAY CONCESSION CERTIFICATE ISSUES SUCH DRIVING LICENSE MEDICAL CERTIFICATES. YOU WILL HAVE TO ALSO PROVIDE FULL LENGHT & PASSPORT PHOTOS & OTHER DOCUMENTS FOR DISABILITY & RESIDENCE.
SUCH MEDICAL CERTIFICATE WILL SPECIFY THE SPECIAL TYPE OF VEHICLE YOU CAN SAFELY DRIVE, LIKE HAND CONTROLLED 3 OR 4 WHEELERS, ETC.
BASED ON ABOVE CERTIFICATE YOU WILL HAVE TO APPROACH LOCAL RTO FOR LEARNER'S LICENSE ALONG WITH PROOF OF AGE & RESIDENSE, PHOTOS & VEHICLE PAPERS, ETC.
AFTER 1 MONTH & ATTAINING PRFECIENCY, YOU WILL HAVE TO APPROACH RTO FOR TEST FOR ISSUING PERMANANT LICENSE.
HOWEVER YOU MAY PL. RECONFIRM PRACTISE ADOPTED AT DELHI.

2. Driving license for the handicapped/ disabled
A handicapped or disabled person is also eligible to hold a driving license for a specific type of vehicle, suitably modified if so required
a) Such a license, known as Invalid Carriage License is issued on the satisfaction of the licensing authority that the applicant if fit to drive such a vehicle.
b) The license is valid only for the specifically modified vehicle on which the driving test was conducted.
c) A hearing-impaired person (deaf) is not eligible to hold a driving license unless he uses a hearing aid that enables him to acquire a reasonable level of hearing.
d) A handicapped person is permitted to import a vehicle specially designed/modified for his use from abroad

Assistant Regional Transport Officer (RTO) Satish Salvi (Worli, Mumbai) spelt out the law for physically challenged drivers and registering ‘invalid carriages’. Before approaching the RTO for a licence, a ‘handicapped’ person has to produce a fitness certificate from a civil surgeon, or from a government body like the AIIPMR. This certificate should be specific to a certain vehicle, say an automatic Maruti Zen. After this, he/she would be subjected to a special driving test by the RTO, depending on whose outcome the licence would or would not be given. In any case, the RTO reserves the right to deny the licence on safety grounds.
Importantly, for the purpose of vehicle registration, the physically challenged person or an associate may not effect any changes to the original design of the chassis or any other essential parts. To register any vehicle, a prototype from the manufacturer has to be first tested by an authorised testing agency like ARAI, Pune. However, for the purpose of modification, additions to the driving mechanism of the vehicle are allowed. In Sanjay’s Gypsy, while Ferdie added the vacuum-clutch and the various levers, the original floor pedals and all other systems were retained. This deemed the vehicle to be ‘road-worthy’ in the eyes of the law and hence, fit to be registered.
